Is my computer "bottle-necking" with my CPU and GPU?

So I bought my computer at Black friday in 2013, so not the last black friday a few months ago but the one before that, and it didn't have a GPU in it and I am a big gamer so I went and bought a GTX 760 superclocked to throw into it. My 760 allows me to play just about any game I want but I don't get nearly the performance as benchmarks that I see. I see people able to play BF4 on ultra with a 760 with no problem but I have to play on low in order to not get any lag issues. Is this because of my CPU?

CPU is "AMD A10-6700 APU"

I'm currently trying to save up around 400$ to buy a new motherboard and an intel i5 processor. Would that be the smart thing to do?

That's what I was thinking but really haven't had the money to throw in an i5 like I've been wanting to. This also explains why I can't live stream very well at all >_>
