ASUS Maximus Hero VII Q-Code 99:Super IO Initialization - Should I be worried?

I'm working on my first build, I don't have all of my components yet, only enough to POST. I have my Case,MoBo,PSU, CPU, RAM, and CPU cooler. I'm not sure if this code is something I should be worried about or if it's because I don't have a hard drive or GPU yet.

Parts:
Case: NZXT H440 Red/Black
PSU: Corsair AX760
Mobo: ASUS Maximus Hero VII
CPU: Intel Core i7-4790k @ 4.0 GHz
CPU Cooler: Corsair H100i Water Cooler
RAM: Corsair Vengeance DDR3 2133MHz

(Do NOT Yet Have: )
SSD (Samsung 840 Evo 250GB)
HDD (WD Black/Blue 1TB 7200RPM)
GPU (Nvidia GeForce GTX 970/980)

It brings me into the BIOS/UEFI with no problems, my RAM and CPU both show up correctly, showing the i7-4790k and 8GB RAM 2133MHZ(after I enabled XMP Profile for the RAM). So it leads me to believe I don't have a problem with the CPU or RAM.

Is this something I need to be worried about, or wait until I get my Hard Drive and just see if it continues showing it? I'm not sure if it's supposed to show 99 or it's not supposed to light up at all.

Yet another note i realize could be effecting it: I have 2 SATA cables plugged into the MoBo, but not plugged in on the other side, because I don't have my hard drives yet.
To add to the previous note: I just tried unplugging the SATA cables from my Motherboard, but it is producing the same code.

I also didn't mention that when I power it on, all the fans go on full speed, then the Q-code LED starts showing all the different numbers, it turned off, does it again, but always on the second time, it'll go all the way into BIOS/UEFI and have no more problems.
EDIT: After pressing the Clear CMOS button on the motherboard, it boots into the BIOS/UEFI the first time without shutting off and restarting the process.

Solution
You're fine man, wait till you have all of your parts and have them all hooked up out on the table to make sure everything is fine before you get worried.

That's what I was thinking, I had a friend tell me it's probably just because it has nothing to attempt to boot to. I kinda wanted to make sure, but I should be getting my SSD to put my OS on later this week or next week, so I will only really find out then.

Hopefully I have no issues, because I actually already have everything in the case! I have cats(and no where I could isolate the computer), so I didn't wanna lay everything out on a table, I had to put it all in the case. I even installed the water cooler, which I'm realizing now is probably the worst part, if something is wrong and I have to return something under warranty.

To save yourself some hassle it is always nice to have it breadboxed on the table and booting properly before you put it the case, but it is not completely necessary. If you have already had it posting multiple times then it's all good. Hope your build goes well!

Yeah, it POST's just fine... Do you have any ideas on why it would have been doing the thing where it shuts off and restarts? or is that normal when you don't have a Hard Drive installed?
