Can't Boot from HDD or DvD/CD after installing new HDD

Hi I have a HP dc7700 PC. I had 1 Sata 80Gb HDD and yesterday i bought a 250GB HD to increase my storage. After Installation, BIOS detects the Drive but I cannot boot when it is installed. The screen stays black when where the windows logo appears and when i try to install a new windows, the screen also remains black. If i remove the 80GB and just use 250GB then the system starts to boot from the network and says no system file found. Tried installing windows after that too but every DvD stays stuck, even tried bootable USB. Is it fault with my new HDD or BIOS or my SATA Configuration?

Make sure you have everything plugged in correctly, another thing is you might have to make the HDD with the OS on it the bootable HDD. You can do this when it's promoted at the start up.
You'll see 'key for boot menu' the same time you'll see the option to go into BIOS. Generally it's something like F12 or whatever it is for your PC. Make sure the one with the operating system is the first HDD to boot from.
