Is this build the best i can get for about 650 pounds or should a change something? I can go for another 50 pounds.

Change the PSU to XFX, EVGA, Seasonic, or antec. Dont EVER get a CX/CS series PSu from corsair.

For an i5 4460, no you do not need an aftermarket CPU cooler. The stock one will be perfectly fine.
