Old rts PC game

Im looking for an old rts PC game. The only things I remember about it are that you have to send your villagers to gather materials to build buildings and units and there is a console command to unlock a car you can have your villagers ride in.

I thought it Might have been one of the age of empire games, but this one had more of a tropical feel to it. if someone has an idea as to what it is please let me know.

this one played similar to age of empires but you started out building huts for your people to live in and thats also how you would increase the amount of units you coud control
