new setup, windows 7 doesnt recognize MSI gtx 970

I built a new rig and have everything working except the graphics card.
I used the cd it came with but under device manager it show intel 4600 graphics
The lights on the graphics card is on but the fans are not moving.
Any ideas or suggestions?

EDIT: Just noticed the PCI Simple Communications controller has an exclamation mark next to it under device manager.

Win7 x64
Asus h-97 plus
Msi Gtx 970
Corsair 750w PSU
Corsair Vengeance 16gb 1600mhz

Then its not plugged in properly or the card is completely dead.

Is it locked in the pcie x16 slot nearest to the CPU?

Are both the power supply connectors plugged in?

I went to the nvidia site and downloaded the file for the drivers, when I run it, it says graphics drive can not find compatible hardware
