Windows doesnt show correct RAM

Is that on a laptop? Perhaps that other 2GB is used for an onboard graphics adapter. Another thing to do - check if RAM sticks are in the correct slots and if so, switch their positions (put the 1st one where the second is and vice versa). Also, is your BIOS up to date?

No its desktop. I have only one Ram stick. I also have Radeon 5450 1 gb graphics card installed.
Why does it show 4 gb available? I mean i want to know the true ram installed. Does BIOS always show correct Ram?

Well it should. Try resetting CMOS (either with a switch/button on the motherboard or by unplugging PC and taking the flat battery on the board out for 15 minutes).
Also you didn't answer - is your BIOS up to date?
Another thing - is your RAM stick in the correct slot? (check manual)
