Windows 8.1 Locking up when Installing drivers through Windows Installer

Windows 8.1 will simply crash when Installing drivers through msiexec.exe on a Z77 Extreme4 motherboard.

Checking Event Viewer (eventvwr.exe) gives Event 121: Driver install failed, result=0x80004005 for devnode 'ROOT\NET\0006'

Note that not all drivers cause Windows to crash. Some drivers work with no worries whatsoever, such as NVIDIA drivers, VGA drivers and audio drivers.

I have had this problem even when I just installed Windows 8.1 when trying to install Broadcom Lan driver ver:16.2.4.1

It would always freeze at the same spot in the progress bar.

I am currently trying to install software for a Cosair K70 RGB Keyboard, however Windows will always hang when trying to install the first of two drivers. It will always freeze at the same spot in the progress bar.

Things I have tried:

Flashing and updating my BIOS
Modifying my registry to install in safe mode - still locked up.
Wiping and reinstalling Windows 8.1

This problem was non-existent when running Windows 7 on the same machine.

When trying to install a driver for my LG G3 (D855) some time ago, the computer did initially lock up, but after a few tries somehow it did eventually install without locking up. I have not been fortunate enough for this to happen to me again.

I have this problem for almost a year now, and any information or troubleshooting tips would be greatly appreciated

ok, i would suspect you have a issue with your USB ports. I would install the windows standalone debugging tools then locate usbview.exe and run it. Look for a port that has a error reported.

generally, you would check to make sure that all the USB ports are working, that none of the ports are touching the metal of the computer case.

if you have already applied BIOS updates, you would then apply CPU chipset updates and any usb 3.0 chipset update.
also, google on how to unhide hidden devices in device manager. A failed USB device install can be looping over and over with plug and play attempting to reinstall as fast as it can. It can also prevent other installs from working.
If that is the case you want to go into windows control panel and disable automatic install of drivers, then uninstall the bad driver for the device, then install the new driver for the USB device then re enable windows plug and play in control panel.

windows usb devices are pretty stupid, a new driver is not automatically selected after it is updated. often you need to remove the old one or select the new one and the UI does not display the version number or date of the driver so people just assume they got the updated drive as the active driver.
