Internet Problem on my main pc but no problems on other devices (phone,other pc..)

Hello guys,i have a serious problem on my PC,my internet is slow and its going down everytime,i tried my network adapter on other PC and its working perfectly fine with full speeds both using same drivers.I tried disabling softwares that didn't helped,booted my pc in safe mode with networking and my internet was still slow,there i stopped.Please if you can help me

Try booting your PC with a live linux CD (try Linux Mint). See if the network works normally with it.

If so, then it might be a time saver to just reinstall your Operating system on your pc. It seems like you've spent way more time than it would take just doing troubleshooting.
