My CD/DVD reader cannot read maxell dual-layer dvd

Ok as you see my reader cannot read maxell dual-layer dvd wich it has gta IV .Yes i could install from it earlier but i cannot now.When i put in my Dvd it loads them my pc gets frozen and cant do anything till i remove dvd from my reader. Any solutions .Thanks in Advance.
EDIT:It has no scratches or anything.

Does the optical drive have problems reading any other discs? (try it before answering as it's essential to know that in order to advise you further).

its always been some media and drives don't get along .. it may just come down to going to a different media ??? or you may need to see if your drive needs a firmware update to make it compatible now ??

Whilst that is quite correct, the OP has already said that he's been able to install from that disc on a previous occasion
(unless that was on a different computer - - who knows).

ya I got a drive that act's like his .. [example ] like some games on retail disks seem to have a hard time read/load where others just zip right in -- I was looking at Microsoft support on that where others wrote in about this but cant re - find it -- maybe he can post what drive he is using ?? these game will load find on another drive thats a older ide that I cant use on this newer board ....

lite on ihas-124 drive is the newer on that seems to do as his for me ?????

anyway I cant seem now to find it but I think it was about in windows it needs to make a temp folder but hangs in some way on doing it and causes this issue for installing ???? some time I cn let it just sit there for a long time and out of the blue it will start to load as normal ... one time I just walked away and watched tv and checke on things no and again to see if it got over it and started to load..

for me with windows vista I don't recall this going on but now with 7 some get '''stuck'' like it stopped reading the disk or something ???
