amd fx 8310 wont go past 4.5GHz

whenever i try to overclock past 4.5GHz it says bios boot falire and ask me to restore

AMD FX 8310 @ 4GHz/1.4V

XFX R9 280X DD Custom Bios

16GB 1333MHz ram

ThermalTake TR2 700W

Gigabyte 990FXA-UD3

There is no rule that a chip must overclock to a certain point. Lots of things affect whether an overclock will be stable.
1. The chip, each chip is different.
2. Voltage
3. Heat

You say you are at 4ghz right now, have you tried 4.1?
I wouldn't push the voltage any higher.
