Can't use more than 2 dimms on asrock extreme4.

I recently purchased another 8GB of ram for my PC and for some reason I cannot get cross channel to use more than 2 dimms at a time (Total of 4 4GB sticks). I tried all ram by themselves and tested them and all are working. If all 4 dimms are populated the BIOS will only detect dimms A2 and B2. If I remove A2, B2, or both then BIOS will detect A1 and B1. Reinserting the sticks will cause it to default back to A2 and B2 and vice versa.

My bios settings for my RAM are all mostly set to AUTO. I've tried choosing profile XMP profile 1 and manually settings frequency to 1600 and it still does nothing. I have also updated my BIOS as well.

Windows task manager and my computer also do not detect the RAM but oddly enough when using CPUZ it shows all 16GB of ram when all dimms are populated.

Any help would be hugely appreciated!

Thank you so much for your reply. Yes two sets of these. I set the DRAM voltage to 1.55 and the VTT to 1.104 and and still did not detect.

Still a no go unfortunately. I can't understand what could cause this. I have seen 2 other threads on other sites regarding this same problem but none of them ever came to a conclusive result.
