i7 2600k Strange spikes in CPU usage

Specifications:
Intel Core i7 2600k OC 4.3GHz
SSD: Samsung 840 EVO
OS: Windows 7 Ultimate
MB: ASUS P8Z68-V LE

I'm not sure what's wrong with my CPU, but it keeps fluctuating abnormally. For instance, I can open chrome and it'll spike to 50% CPU usage for about a second before it drops to 10%. I've actually had this problem a couple months ago, and reformatting my computer solved it. I'm looking for a way to resolve this problem without reformatting my computer. It doesn't make sense to me; I've ran Norton 360 and Malwarebytes and nothing was detected. I looked through taskmgr and running AV scans causes my CPU usage to spike to 50%. I can copy files in winrar and that'll make the CPU usage spike all the way to 70%. Taskmgr doesn't show anything suspicious. I'm used to having 1% usage all the time. Not 70. I'm afraid I might have to reformat my system again.

What that's telling you is that those sectors have had a problem and were re-allocated. You have a few options...

1. Keep using the HDD, and monitor that number. If it keeps going up, then your HDD will likely fail soon.
2. If it stays the same, chances are you just have a few bad sectors. Your HDD will still work, but will show the effects you've been seeing (spikes, slow performance).

I downloaded it and it says Health Status: Caution. Reallocated sectors Count Current: 100 Worst: 100 and Current Pending Sector Count: 100 Current Worst: 100. My operating system is installed on my SSD though. Everything appears to show normal for the SSD.

Your computer will still be bogged down from reading off of the HDD, even if the OS is on an SSD. The good news is that your SSD is fine ;). The bad news is, you'll probably have to invest in a new HDD, from what those readings are saying.

Is this the reason why my hard drive sometimes makes a weird electrical charge sound? Sometimes I think the HDD actually shuts down and when I access a file, It makes some weird electrical sound. http://puu.sh/fukPP.png those are the results that CrystalDiskInfo is showing.
