Massive DPC Latency, need help

Hey. First, thank you for your taking the time to read this. Any help is appreciated. I'm not completely sure that this is strictly a windows 7 issue, so if this thread needs to be moved then please do.

Here's the issue: We have massive dpc latency that is making video watching next to impossible with massive audio stuttering. You've probably heard this one before.

I built the computer myself, it's a desktop, so if I need to dig inside of it to unplug something I can.

So ataport.sys seems to be the biggest offender here, but I have no idea how to stop it. I've looked everywhere on the computer and I can't seem to find it. Same with hal.dll.

Any suggestions? Again, thanks for taking the time to check this out. If you need pictures I can send them.
