Asus motherboard 3.3V voltage at 2.8V

Thanks in advance to any one that can help.

On start up getting error window pop up. "Power supply surges detected during the previous power on". This use to come up occasional, but now cannot start PC without turning off anti surge support in BIOS.

I have checked voltage readings and the 3.3V voltage is low and flagged red.
CPU +1.120V
3.3V Voltage +2.8V
5 Voltage +5.040V
12 V Voltage +12.096

From what I have read it is mostly PSU but have read other cases where it could be CPU or motherboard.

I5-2500k
P8Z68-V Pro gen3
8 GB corsair ram
TX 750 corsair PSU

Voltage readings checked how?

Using a digital multimeter and with the system running, measure (carefully), voltages at pins of spare PSU connectors.

Refer here for connector pin layouts. Note that some PSU wires are now all colored black regardless of voltage.

If voltages read too low, then the PSU is faulty.

Alternatively, try another known working PSU as a test. If there are still low voltages being detected, then the motherboard may be faulty.

I listed the voltages displayed in the BIOS.

I don't have a voltage reading device but could try the PSU from my HTPC. But going to be a hassle. I just have my wisdom teeth taken out and now this...
