How can I lower my ping if I live in USA, and my friend lives in Russia?

Not a whole lot you can do. The speed of light is pretty constant.
Changing ISP could get you a more direct route to Russia, but it's probably not going to have a significant impact. Could also make it worse.

Jokes aside the only option is to move closer to him/her. Changing ISP would have close to 0 effect on your ping.

Have you ever heard of DNS Jumper? Its a little program that lets you quickly find which DNS Server currently is moving the fastest and you can set it as your DNS server with the click of a button. I'm new here so idk the policy on links yet so I won't post one, but if you google DNS Jumper you'll find a place to DL it from. It may not help a great deal but I have used to play MMO's on EU servers and it helped me.

It's nothing to do with it being Russia. It's the distance from A to B. Europe to Russia is a lot closer than US to Russia.
