Rubbing alcohol as close to 100% pure as possible with a coffee filter will do the trick. It's what I use all the time. IF no rubbing alcohol then just use the coffee filter but it wont be as easy nor proper.

The reason for not using a Tissue, Toilet paper, Napkin, Paper towel ect. is they can leave behind lint that will mix in withthe new application of TIM and potentially cause a rise in temps.

Baby wipes :p any type will do.

Baby wipes will remove a variety of things like Crayons, Adhesive from Stickers, Grease and Oil smears,Thermal Paste which classifies as grease or oil, Ink from Ball point pens, poo and a good days worth of man stench. Both as a former military grunt and a parent I found a great use for these wonders.
