gtx 980 wont reach 60 fps in unigine heaven ???

just built a new pc main specs are
4790k
gtx 980 g1 gigabyte
maximus hero vii
veangeance 16 gb ram
h105 cooler 250 gb ssd

since i built it over christmas iv only really played modded fallout and recently skyrim and day z and i noticed that performance wise the system wasnt great compared to what it should be, eg skyrim with realvisoin enb barley gets over 30 fps. iv tried overclocking it and even with a stable 1500 mhz oc and 4.7ghz on the cpu it cant even get near a descent avg. 60 fps on unigine heaven at max settings 1080p which has me really worried since the card should be getting around 80 fps avg and max 170 fps at stock speeds (at least from what i gathered from the internet). i just dont understand this and i would really appreciate some help thanks .

Are these new parts that you've upgraded to or a totally new build? You could have graphics drivers colliding (AMD/Nvidia).

Make sure you have the latest drivers installed on all of your components.

Go to device manager and see if your computer is detecting everything, especially your GPU. Any yellow exclamation point symbols next to devices are driver errors.

Check if temps are doing okay using CPU-Z/Speccy etc. Ensure you have steady clock speeds.

Go to Nvidia control panel > Change Resolution. Is your desired resolution selected? (probably 1920 x 1080)

Close down programs whilst playing games, you can check task manager to see what is running. Also go to System Configuration > Startup tab and untick all the programs you do not need.

Disk Cleanup, Disk Defrag.

Anti-Virus scan.

It can be anything, list everything/anything that might be helpful to troubleshoot the problem

yeh its a new build, avg fps was 42, max fps was 63 , min was 21.
theres no problems with drivers and everything is up to date.
temps and clock speed were both good and steady and im fairly sure same thing goes for all the other readings. core usage in gpu z was choppy, though it said in the various guides etc. that i read that it was normal once the clock speeds were steady.
and iv tried the other things youve mentioned aswel.
