Windows 7 does not load except in safe mode after adding new 4 gb RAM

I installed a new 4Gb 1333 MHZ DDR3 Kingston ram to my pc. I had older ram exactly the same model installed on my motherboard. When i start the PC, BIOS recognizes the new ram (total 8GB) , but windows 7 does not load, and gets stuck on the Welcome screen. Windows does not load except in safe mode.

Tried switching rams, but still doesn't work.

Mother board is Gigabyte Model: H61M-S2V-B3 (Supports a maximum 16 GB of ram)
CPU: Core i3 3.1 Ghz
RAM: kvr1333d3n9/4g-sp
Windows 7 X-64 Ultimate

Solution
If it loads in safe mode but not regular, may be a driver or startup program - could try resetting CMOS and try, else check that all you mobo drivers are up to date (also check BIOS is current)
