I have been asking around to figure out a PC build and have finally decided people have too many different opinions on everything. So i have decided to research and build my own based on research. Unfortunately i cant find much regarding MOBOs.
My question is what MOBO would be good and affordable for the AMD 8350 and an R9 290?

would that card support any overclocking? (Not a feature i need. This is my first desktop build and i do not know much about OC. However, i may want to look into it later)

I'll stick with my normal suggestion
Gigabyte 970a-ud3p simply because I've used it in a dozen or so builds & its solid as a rock - most stable board I've ever used & a overclockers dream.

I'll also state now mate - if you're looking at the 8350,then consider the 8320 instead paired with a decent aftermarket cooler like this.
http://www.ncixus.com/products/?usaffiliateid=1000031504&sku=100805&vpn=0P105255&manufacture=Raijintek&promoid=1229

It'll run the 8320 at 8350 speeds easily & you'll end up with a cooler ,quieter system for the same (or less) money.

fx 3850 paired with any of the suggested mobos can be overclocked, R9 290 can be also. however if your psu will also allow.! what will you be using?

if youre looking at an fx 8 core you will want to consider overclocking in the future mate irregardless of what you think.
To remove any limitations you may get with a r9 290 its pretty much a necessity (as is an aftermarket cooler as the stock amd ones are just barely capable & incredibly noisy)
any of the boards listed will let you overclock, there is absolutely no reson to spend out on a 990 chipset for a single gpu setup though - it offers no benefits whatsoever,
the asrock performance 970 'looks'to be a very good board, the ud3p I suggested I know is a very good board - theres no reason to spend $100+ though imo.
For an 8 core fx & a r9 290 you want to be looking at a decent 600w minimum psu to allow for some headroom.
