Unknown USB Device when connecting Nexus 7

Hey guys,
I am trying to connect my Nexus 7 to my pc (windows 8.1) so I can unroot it and start over. My problem is that my computer won't recognize my tablet (Unknown USB Device (Device descriptor request failed). So my first attempt was messing around with changing the tablet in and out of MTP, PTP, and Debugging mode. No luck. Second attempt, different cable that will connect my cellphone to my computer. No luck. Third attempt, updating drivers from google, and I discovered this: looking at my computer tells me that there is no driver installed while simultaneously saying that the driver is up to date. Going back one screen it says my driver was last updated 2006. So my computer wont even recognize my tablet and at this point I am almost buy a new one and start over. Any ideas?

Keep in mind there are DIFFERENT versions of the Nexus 7 so this may not be the exact driver (i.e. Nexus 7 2013, Nexus 7 2014). Not sure about the "driver last updated" portion but I'm pretty sure you need to force it to install the driver as per above.

Having said that, the "Android Composite ADB interface" sounds fairly universal.

The problem with your solution photonboy is that my pc will not recognize my tablet as an Android device. but instead it only sees it as an Unknown USB device under the Universal Serial Bus Controllers tab in the device manager. so when I update the driver nothing is fixed.
