Getting insane temperatures on my Intel i7 4770k!

Hello! I'm quite new to the world of computer hardware and whenever i've had any issues i always see this forum pop up and the community is always very helpful. That being said and before i say anything else, here are my specs:

Intel i7 4770k 3.50GHz
16 Gb of ram
Nvidia GTX 750 Ti
Corsair CX 750M PSU
Corsair H80i Liquid CPU Cooler

About a week ago my old PSU and died and i replaced it with the one listed above, i got it yesterday and when i turned it on and ran Dying Light i noticed the framerate had dropped considerably, i opened a less graphics intensive game (Payday 2, which i could run on high with steady fps) and the same thing happened. So i opened up the case, blew some dust buildup it had, checked all the connection and fans and after i booted it defragmented the drive. Games that were running at very low fps now started running smoother, but there was still a stutter happening even with V-Sync enabled. So i downloaded HWMonitor and checked my temps, my GPU is running steady steady at 33C, so that was out of the question. But then i saw the temperatures of all my cores and while idle they range around 50-60C and while under any kind of load they spike up to 90-100C which is insane (i think?). I should also mention that my GPU only reports around 40% usage on certain games (like Dying Light) but 90%-100% on less intensive games.

Any help would be appreciated! Thank you.

Edit: The problem was rather stupid, i opened up the box for the cooling system and i noticed that a fan was still inside the box, the provided Y cable used to connect both fans to the pump was also inside the box and the single fan was connected to the motherboard instead of the pump, (i just read the manual to figure all this out) so i took everything apart and reapplied the thermal paste, hooked up the fans properly and now my temperatures are ranging around a nice 19-23C on idle. Thanks for your help everyone.

Solution
Hello... 1) Check your screw down tension on your Cooler to CPU.
2) Re-apply thermal compound.
3) check your FAN/TEMP/Pump connections.
4) check your FAN/TEMP/Pump profile and make it more aggressive.

I should also mention that i didn't install the H80i myself nor the PSU, that was all installed when i took it to the store to get diagnosed. I checked all the connections that could see from the cooler to the CPU and all the pump connection, it all seems to be working fine, except it isn't. I gave the guy at the computer repair a call and he said he might've missed something while connecting it, so he'll look at it and fix it for free.
Also, should the CPU be constantly drawing ≈ 1.104V from the newly installed PSU?
