GIGABYTE R9 290 static fan speed, fan speed does not change

Hey guys

Yesterday I posted a question here regarding my 290, I thought my 290 kept crashing due to weak PSU but it ended up being that my fan speed never changes from 20%

Any game I play, my fan speed will stay the same @ 20% and refuse to change according to GPU load. The card will eventually crash since the GPU will reach 95c.

My question is, has anyone faced this problem? Why is my fan static at 20%?

I have tried AMD Catalyst to manually change fan speed but no dice. Right now Im using MSI Afterburner to automatically change fan speed according to temperature and is working so far, but I want to know why my 290 fails to automatically change the fan speed intrinsically.
 
It is possible that the CCC fan settings may have over written the stock fan controller forcing a static 20%. FYI the fan adjustment in CCC is static anyways. No matter what you put it to it will stay at that setting no matter what the temp is.

I like the Riva Tuner based programs for fan control anyways for the main reason that you can make your own fan curve, like you are currently doing, to keep the card cooler or less noisy. Keep using Afterburner, it will be fine and allow customization that is not present other ways.

It is also possible that the programmed fan curve in the cards bios is bad but this is a very very uncommon issue as the bios get flashed from the same bios program for every card from that maker and exact model. Most likely cause is that CCC was causing the issue or IF you installed a different fan controlling/OCing program from the provided disk was causing the issue.

there is a switch on the GPU make sure the little thing is on preformance mode make sure switch is closer to the right side of the GPU...the next thing you should get is Afterburner to see you can change the fan speed on it even before you get on any games and if that works i would load your CCC
