FPS Issues with multiple games. NEED HELP determining cause.

So here's the issue: when I play League of Legends, Heroes of the Storm, or even offline games like Company of Heroes there is a frame rate issue. the frame rate fluctuates and on LoL there's the FPS indicator which showed I was fluctuating between 29-61fps. this is a very recent development with a PC that has been very efficient and able to run very demanding games at peak performance. Yesterday (2/5/2015) I had issues updating Heroes of the Storm and I powered off my PC, though not in the best way. Was a bad day and it not working just ticked me off and prompted me to just turn power switch off then back on. After that (surprise), there seem to be some issues with frame rate in my more generally demanding games (though honestly would not consider LoL too demanding) though games like Sins of a Solar empire work fine. I'm really hoping that this is not GPU failure though it would also not surprise me as my GPU's are very old. My drivers are up to date. Also dropped graphics quality with some of the games to see if that fixed it. Did nothing. Tried scanning for viruses, used CCleaner, tried clean booting PC, even tried rollback on GPU's. I've tried everything I can think of but nothing has worked. Hopefully y'all have some other solutions. Here are my PC specs:

OS: Windows 7 x64-bit
CPU: Intel i5-4570
Motherboard: MSI Z87-G45 Gaming
GPU: MSI GeForce GTX 960
RAM: 8 GB Corsair Vengeance
PSU: Thermaltake TR2 RX 850W

If there is any more info that is needed, please let me know. Thank you in advance for any help.

UPDATE: Ordered and installed new GPU with little change....would really like some more answers and help cause this is absolutely ridiculous

Yeah these are very old graphics cards from around 2008 but I've had no need to change them as I was able to run games like Total War: Shogun 2 or Company of Heroes at High resolution with no FPS drop. Even very demanding games like EVE Online were very easy to run on its highest resolution. They are absolutely amazing graphics cards for not really being gaming graphics cards as far as I remember. I'm thinking though that they are on their last legs and I went ahead and ordered a new card as it was about time but I would still like advice as I'm simply assuming (more like hoping) it's the graphics cards and not something else. As I said this is a very recent development as of 2 days ago whereas before it worked fine. I averaged 60 FPS with games.
