Blue Screening on Startup

So ive just built a new pc and i run into a big problem whenever i turn on my computer it blue screens right after the bios screen ive gotten these Codes IRQL_NOT_LESS_OR_EQUAL, SYSTEM_SERVICE_EXECPTION, DRIVER_IRQL_NOT_LESS_OR_EQUAL and i have tried puting in the windows disk in then trying to format the computer but it blues screens when i get to install now and sometimes before that

Try going into BIOS (use a single stick if you have to ) and manually set the DRAM to 1333, 9-9-9-24, and the DRAM to what spec calls for (hopfully 1.5, but Kingston still has a lot of 1600 sticks that run at 1.65 (no idea why ;) ) and then try the install

the system still booted before i installed the drivers and i also dont know how to set the ram manually to that
