Windows 7 not booting correctly after downloading Drivers for GTX 770

About a year ago I built my rig with a 990 FX r2.0 Motherboard, 8350 Fx Processor, and a EVGA Nvidia GTX 770. Just the other day I purchased Dying Light and I was playing it when my computer randomly shuts off on it's own. I assumed it got to hot and turned it's self off before any damaged happened. I booted the computer right up about 10 seconds later and it started just fine, no problems. The next day I went out and bought a H60 Consair liquid cooler and installed it. After I was finished I booted the computer up, but when it got to the windows emblem a bunch of green lines ran a cross the screen and then cut the video signal out then back on with which it booted into safe mode. From safe mode if I uninstall my drivers and restart the computer will boot normally but not have a driver for the GTX 770. I can not play any games because they come up with an error saying I do not meet the minimum requirements to play the game. The Computer will download it's own driver and install but it wants to reboot. Once it reboots the computer does the green lines and boots into safe mode again just to repeat the process. I just learned about the Display Driver Uninstaller (DDU) and I tried that. When I install the drivers again and restart the computer shows the green lines and back to safe mode again. I do not know what to do and I have been messing with it for a week now. Does anyone have any ideas?
 
Solution
Try removing and re-seating your graphics card. Also remove and re-seat the PCI-E power connectors to the card. It's possible that you inadvertently bumped the graphics card in the slot while installing your new cooler.

The other possibility is the graphics card is failing. If you have another system you could test the 770 in it.

I have changed it to the other PCI-E slots on the board and it does not change. I don't have another system to test it on sadly. Now after I have used DDU when I reboot the Device Manager only says Standard VGA Adapter. My GPU isn't even showing up and when I try to install a driver it just Fails and under the details of why it failed it says Graphics Driver Failed. The thing is though my motherboard doesn't have a VGA or an HDMI, I am doing the display through the GPU still.
