Compatibility Issue With New MOBO and CPU

So, I decided to pretty much build my sister a pc (because she asked me to) and so first it was the psu, case, gpu, and now the mobo and cpu. I had a B85 that wouldn't work without a BIOS update that i mistakenly bought (returned), and now I have an ASRock H97 Anniversary, with that i5 4590. So i get everything fitted up and plugged in (This is my third time building a pc) and hit the power button, and it turns on, runs through BIOS, then finally "starting windows"...(Windows 7) the 3 colored lights appear and start to move then blue screen flashes and goes to repair tool. "Windows failed to start" I need advice on either what i did wrong or how to diagnose what i did wrong, i need to fix it asap.
 
Solution
If you have changed the motherboard since Windows was last installed, you must re-install Windows so that Windows Setup can install Windows properly with the new hardware and can create a new Product ID based on the new motherboard.

Once installed and Windows is up and running, you will have to go through the Product Activation process again as well of course.

Basically, there is no backup usb that anyone made. Is there another way to do it without buying a fresh version? I dont even think we have the activation key. Also if we were to buy a new version could i use 8.1/8/7? And is there a recommended video to watch on it or a guide of some sort?
