PC takes a long time to boot..!!

When I switch on my PC, it takes around 1.30 minutes to completely boot, which is really long considering my PC config:

Amd FX-8320 with Hyper 212x cpu cooler
2*4gb 1600mhz Corsair xms ram
galaxy nvidia gtx 650ti boost
corsair cx500 psu
Asus M5A97 Evo R2.0

I had installed WIndows 8.1 64 bit earlier and there was a long pause when the windows logo disappears and the lock screen. I thought it might be certain bug, so I reinstalled Windows 8.1 but the problem persisted.

Then, I completely formatted the HDD and reinstalled WIndows, but still it didn't solve the problem. Then I installed Windows 7 SP1, but no use. I then checked the HDD for errors using WD diagnostics tools, but it showed no errors. I checked RAM for errrors using Windows diagnostic tools( mdsched.exe ), but that too was ok.

I seriously dont understand what the problem is right now. I'm frustrated and any help is appreciated. Thanks in advance.

EDIT: I checked the Event logs, and there is a lot of boot performance monitoring errors(100) and one such error read there was problem with background prefetch.

Already checked it. Have set Windows HDD as the boot disk

After the logo, ther's a black screen and all I can see is the cursor. The cursor disappeared when I clicked and then after a while the screen to enter the password appeared. :(

Maybe Windows is corrupted then. Boot into Safe Mode (F8 per http://windows.microsoft.com/en-au/windows/advanced-startup-options-including-safe-mode#1TC=windows-7) and try a Computer Repair. If that doesn't work, then try a Last Known Good Configuration (System Restore). If that doesn't work, then re-install Windows (back up data first).

I already have completely formatted the HDD and installed a clean new version of Windows 7 SP1
