Windows 8.1 struck on logo while installing from usb

I have a Hp Core 2 duo 3.0 dc7800 currently running Windows 8.1 32bit. The processor does support x64 so I decided to upgrade to 8.1 64bit . I have the image and have created a bootable USB using the Power ISO. When I plug the USB in and restart my pc, I get the prompt to boot from USB by pressing any key. When I do that I am taken to a black screen with the blue Win 8 logo and get stuck there. The loading circle is not there, and nothing happens for 10minutes, then I have just restarted and went directly here.

Also, when I try to boot from the same USB on my Hp laptop that is already running 7 x64 I get to the installation without any issues.
