Reboot Loop - Can see BIOS screen briefly before restart

Problem

So I am hitting the notorious reboot loop on a brand new build. I have ran through the Tom's guide for troubleshooting startup problems, and still have my problem. Every single part I have is new, and I also don't have access to other CPUs, PSUs, or MOBOs to try and do more detailed troubleshooting. The exact description of the problem is as follows:

The fans will start briefly for ~2 seconds before it turns off. It will then almost immediately turn back on again, and on this second start up I can see the MOBO flash screen followed by a brief BIOS screen, then a flashing underscore, then the cycle restarts. Pressing DEL key doesn't register.

I have breadboarded it as well, with only the CPU, heatsink, 1 stick of RAM, and PSU, but the same reboot loop happens with the short 2 second start up, followed by a longer period of activity before the restart. I have tried different RAM slots, each RAM stick, unplugged everything and replugged including the CPU and cooler. I have tried resetting the CMOS, no luck. Even with only the CPU, heatsink and PSU connected, the same cycle keeps happening.

What I need help with:

Are one of these parts dead? Could it be a BIOS flash update is needed (I don't know how to determine this)? I just now realized that my RAM is not on the Qualified Vendor List from Gigabyte for this specific MOBO, could this be why?
