Looking to build a low-budget gaming pc

I've come across a website called elitegamingcomputers and they have a guide on building low budget gaming pc's.
I want to start doing youtube videos and livestreaming off my xbox one with my elgato hd 60 and at the moment it runs slow on my pc so I was just thinking of getting a new pc build if i absolutely have to. Unless you guys can help me out with my current build to see what I can upgrade to make it run more smooth on my pc.

Here's my current specs- Intel core 2 duo E6550 2.33ghz
4gb ram, 32-bit windows 7, gpu is geforce gt 610(sucks i know),a 275w power supply, and a 1TB HDD.

The minimum requirements for the elgato hd 60 are- • Windows 7 Service Pack 1 (SP1), Windows 8, Windows 8.1 or later
• 2nd generation Intel Core i5 CPU (i5-2xxx or comparable), 2 Ghz or higher, before Turbo Boost
• Sound card (if your laptop can play sound, then it meets this requirement)
• 4GB Total Installed RAM (or higher)
• Built-in USB 2.0 port.
Im pretty much good but with it but I just think my cpu and gpu need to be upgraded am i right?

for streaming, that amazon list would be great. the 6-core CPU will be great for streaming and video editing. the GPU is also decent too, but i dont think the 750 ti is that much more expensive, and it is a little bit better and will be able to run games at higher details.
