Memory Clock vs Video Memory

Im looking at two video cards and I am wondering the difference between

XFX ONE R-Series Radeon HD 5450 Video Card 1066 MHz 1 gig

and the


XFX One Radeon HD 5450 2GB DDR3 Video Card 850 MHz

In other words what makes the bigger difference the MHz or the Gigabytes?

In this case, these cards are so weak that it won't make a difference to have more vram. Even the small speed increase will probably be negligible. These cards just really aren't made to do anything but display the screen anyways.
