Could it be my PSU causing poor performance on new build?

I recently built a new computer parts listed below. The build went together fine and no problems with boot and install of parts. The performance of the system however is not good at all. Even just going onto the web is choppy and unstable. I had a repair guy look at the system remotely and he claims my PSU is not delivering enough juice on the 12v rail (I dont really know what that means). I am desperate and would appreciate any help I can get. Besides the obvious problems with performance I am getting the following scores in WEI

CPU 5.0
Ram 5.6
Graphics and gaming graphics 7.9 (max)
SSD 7.9 {max)

Build

CPU = i7 4790k
Mobo = MSI Z97 Gaming 7
Ram = 2x8 GB Kingston Hyperx Fury
GPU = Gigabyte GeForce GTX 970 Gaming
PSU = EVGA SuperNOVA 650G1 650W ATX12V Power Supply
SSD = Crucial MX100 256gb
Cooler = Corsair H100i

Well my cpu core voltage is set to .874 in the bios. This seems low. I don't see how to change it in the bios as when I click on it no options come up. Temps are between 27-30 Celsius. that is using Coretemp.
