Choppy, stuttering youtube videos in HD

This started happening within the last 2 weeks, and it isn't due to anything on my end. I haven't changed any settings nor have i downloaded any problem causing files or extensions. This was simply something I noticed one day while viewing a video.

With that out of the way, here's my problem. Whenever I play a video in 720p or higher, it basically breaks itself. It drops frames, from the standard 30 fps in 480p, to 10 fps or lower in 720p or 1080p making the video unwatchable. The sound remains unaffected, but the video itself is laggy and choppy, almost as if it's stuttering to keep up. Curiously, I can run both 720p60 and 1080p60 without problem. It's just the standard HD options that are broken.

I've tried pretty much every "solution" I've been able to find online.
-Updated video drivers and installed the latest version of Flash.
-Disabled "Pepperflash"
-Cleared my cache
-Disabled Hardware acceleration
-Ran the videos in both Flash and HTML5
-Tried the same videos in Incognito Mode
-Disabled all extensions
-Ran a comprehensive system scan, just in case
-Uninstalled and then reinstalled Chrome

I tried watching videos in Firefox and had no problems what so ever. So the problem is with Chrome specifically. It is also worth noting that any sites using the youtube player (such as streaming sites that play unlisted videos) are also unusable for me.

If I didn't discover so many people having the same issue, I'd almost say it was a problem with my hardware. Sorry for the wall of text, but I'm at my wits end over this. My only other option now is to stop using Chrome, which I'd rather not do. Besides this problem, I have nothing but love for it and switching would be a colossal pain in the ass.

One more thing I've discovered:
- My brother's laptop and my friend's laptop both run HD videos without problem. So this may be a problem with both MY computer and MY Chrome.

And in case it's relevant, here are my laptop specs:
- Geforce GTX 880m
- Intel(R) Core(TM) i7-4810MQ CPU @2.80Ghz
- 16.00 GB of RAM
- Screen is 60Hz
- Windows 7 Home Premium

though its not a fix you can opt to play videos in firefox and use chrome for everything else because this seems to a bug in the browser as i along with many others have the same issue ... try installing both browser and switch between them and wait a bit to see if the issue still stands or try downgrading the chrome .. i didnt notice this issue in earlier versions
