When I switch mains power on to my PC all the fans start for about 3 secs then go off. They will continue pulsing like this until I switch off power or unplug processor Jack. Checked voltages from PSU and all ok. Totally stripped PC &could find nothing obviously wrong. All Conns,boards seated ok. Any ideas?

CPU fan ok. It runs with other fans for about 4 secs. I am wondering if there is an electrical cut out somewhere related to CPU. I did not replace thermal paste when removed cooling unit. I have an electrical background but this is puzzling me.
Not replacing the thermal paste after removing the CPU cooler is a prime suspect. CPU temps will go through the roof once you've broken that thin bond layer. Your CPU could be simply overheating and shutting down (as it is designed to do).
