LAN Driver for Asrock Z87 extreme4 won't install properly

Because of unfortunate circumstances I had to reformat my Windows installation last night, and as one would expect, that involves reinstalling all necessary drivers. Everything is going as one would expect until I get to the LAN Driver when Windows tells me that it has not properly installed. The driver, at first glance, appears to be functional, that is until I realize my connection is terribly unstable. I mean going from 25Mbps download with 30 ping to 1Mbps download with ~300 ping. This only seems to be re-creatable on this pc as I have tried it on both another pc I own and my phone. I have tried installing the latest drivers from both Asrock's own site and Intel's to no avail. This problem did not exist until after I reformatted and re-installed everything and as one would expect is very annoying(especially for a gamer like myself). I give thanks ahead of time to any one of you that is willing to help me find a solution to this problem.

it a known issue with intel lan drivers. make sure the mei driver is installed then do a remove of the intel network driver make sure you you remove intel 3 party netowork protection software. then reboot and do a custom install and just install the driver. if you did it right the speed should be fine. if not do a msconfig turn off intel and then check your speed.

Thank you for an answer, but can you please clarify on this? I don't know what it is(probably ignorance on my part), but could you please clarify what this "intel 3 party network protection software" is as there is no such thing named like that. I am afraid I might make my situation worse with rash decisions by myeslf(already have done this today) and want to make sure I understand 100% what I need to do
 
when the intel lan software installs in normal mode it installs the driver for the lan chipset but it also install intel lan control software and other software that not needed. if you bring up msconfig right now look for intel. then turn them off and rerun speed test you find your speed is working fine. also boot into safe mode and it work fine. you waant to uninstall the lan software and reboot then do a custom install and just the lan driver take all the other checkmarks off on the intel lan instaler.
