Brand new CPU 60 degrees Celsius..

If you are using the stock cooler that comes with your cpu than yes it is fine. It may throttle around the 62-65C though.
If that is your idle temps then you might have a problem when using your pc with intensive tasks as that is rather high.

5000rpm ? is that to much ?
I did re-seat the cooler and added new thermal.... didnt to the trick..
Could it be that the stock cooler is just to weak?
And if i would change it should that do the trick?
This is my 1st pc build and im really stressed that i might have done something wrong...

Your Vcore should be 1.45V max.
If you can't get it to work, then replace the cooler with the CM Hyper 212 evo. But get a friend to double check how you've seated the CPU cooler.
