Will be using this with an i3 4150 and r9 280 3Gb
Could someone please describe and explain in detail over clocking options for these items and whether the intel chipset MB will work better due to the intel processor or whether the amd card will work better because of the amd chipset MB.
Or maybe if there is another better option (Asrock maybe)?

Solution
Only the MSI motherboard will work with an i3-4150; you can't use an AMD motherboard with an Intel CPU. You can't overclock the i3-4150 and the H97 chipset only allows overclocking the Pentium G3258 which is not a good fit with the selected GPU. If possible, stretch your budget a bit and get an i5-4460.
