fps drops while playing on any game played so far

hey guys, my rig will be at the bottom of the post

basically my games are lagging, not all the time but frequently enough for me to be posting this.
when i lag its like its in a rythym, fps drops for about 2 seconds, it stops for one second, drops again, stops drops then stops for around.... 10ish minutes

on games like CS:GO ive put on the fps counter and saw it drop from like 270 down to 15, its really only for at max a second but its really noticeable.

any ideas what could be causing this?

OS: Windows 8
Mobo: Gigabyte z97-HD3
CPU: Intel Xeon 1230v3
GPU: AMD R9 280x 3gb (XFX)
Ram: 8gb 1333mhz
PSU: XFX 550w

Have you tried checking your system temps while you play? Would be the first place I'd start, download something like HWMonitor and have it running while you game. Then when your done gaming or just after a while of playing, maybe 30 mins to an hour, check the max recorded temperatures for your components.

right well, i used that program and it told me my GPU fans were at around 74c... soon after my pc had a heart attack and i had to force restart using the button on my front panel. before i restarted my computer i saved the data from the program, heres all of it in a pastie: http://pastie.org/9908131
