Newly built computer runs extremely slow

I just built my computer and It runs extremely slow. I was upgrading and I took the mother board and CPU from my old computer. The specs of the old one is:
i5 3570k
ASRock Z77 Pro 3
Radeon HD 6670
4GB 1333 MHz RAM
500 GB HDD
Windows 7
don't know PSU

NEW Specs:
i5 3570k
ASRock Z77 PRO 3
Radeon R9 270
8GB Kingston HyperX 1866 MHz RAM
1 TB Seagate Barracuda
Windows 8 Pro 64 bit
EVGA 600B 80+ Bronze

Everything is new except MoBo and CPU
PLEASE HELP.

what in particular runs slow? is it slow to load? games running at low fps?
Make sure all your drivers are updated to the latest, and are manufacturers rivers not windows drivers? did you do a clean install of windows with the new build? Make sure you plugged the cpu fan in?

Have you checked temperatures?
Have you done a fresh installation of Windows (I assume yes with new HDD)?
Is it slow at everything or just booting up or just games? Are all the drivers up to date?
Did you install all the Windows updates all at once in a massive chunk or a few at a time?
