At the moment my desktop is rather noisy, I would like to know whether I'm better off investing in either a fan controller or replacing the stock intel heatsink that I currently have installed
generally stock intel heatsinks are pretty quiet. if it's rather noisy then there is something wrong (possibly)
either that or it's doing a poor job of keeping your cpu cool. either way the answer is to replace it. a hyper 212 evo is a high performance and cheap solution.

Make sure its in fact the CPU fan that's noisy, if it is, I would recommend ingtar33's solution, hyper 212 evo is a very good cooler for price/performance.
