If your choice is specifically between a GTX 660 SLI or the GTX 960, I would recommend the GTX 960 as it is much newer and has a higher level of driver support. It will be noticeably more performing than the GTX 660 SLI, especially in gaming.

disregarding all power consumption 2 660's in SLI is equal to a 280X and the 960 is around the 270X performance range.
I would probably go with a second 660 if you aren't going with DX12 or if you are I would recommend the 960 without thinking twice but you can always sell the 2 cards and go with a 960/970 later on if you start too lag more.

i am guessing you plat at 1080p? if you know you will stay at that res for a while. i say SLI 660. especially since you can find a used 660 for $100 and pretty much end up with more power then a 960 (if you already have a good PSU).

but if you plan on playing at any res higher then 1080p, get the 970 since you will want at LEAST 4gb ram. (2gb of ram in SLI is still only 2gb of available ram it does NOT double).

i have the 660 ti in sli and the gtx 960 cant keep up
 
Actually 960 is slower even to 660 SLI. I know this because i own 660 SLI before i got my 960. Initially i want to hold out until pascal arrive but one of my 660 fan goes kaput. So i just pull the trigger on 960 as my place holder until pascal.
