CPU fan spins up faster when pc idles?

I have a i7 4790k. I have my power set to balanced so it wouldn't spin so high when not under load. I originally had my power mode set to performance but it spin significantly higher even when not under a significant load. When I have it set to balanced it has been doing a great job of spinning up under heavy load and then backing down when not under heavy load.

I've been having an issue though if I let my pc sit for a few min the cpu fan will start to spin up for like 10-30secs at a time. Also it will spinup higher when idling. As soon as I touch the mouse the CPU spins down, so its hard to check to see if there are any processes causing this. I have recently opened up task manager and let the pc idle with the window open; I thought it could be avast or another process, but it doesn't look like it.

Anyone have any ideas?? I would appreciate the insight and help

Try using task manager performance monitoring so you can see if you have any related surge in usage. It monitors over a short timeline so you should be able to get a decent idea.

Interestingly enough I have a iMac that is doing the same thing, it's setup with an application to adjust the fan speed based on the smart data from the HDD. I have no idea if that's a similar issue or not but the software controlling the fan speed might be going offline during idle.
