cl8 vs cl11?

Very short but what is the difference between cl 8 and cl 11

Does it affect anything and gaming performance?

Yes. You don't want to go over CAS latency of 9. CAS is how long it takes for the DRAM basically to complete an action so lower is better. CAS 9 is considered the sweet spot.

very short - cl 8 does the transfer per cycle faster compare to cl 11 . faster the transfer rate better will be performance

The difference between CL8 and CL11 is negligible. At equivalent data rates (eg, DDR3-1600) a lower Cl is preferable but don't break the bank over it. Higher data rates are usually better (eg, DDR3-2133 > DDR3-1600), regardless of timings. Keep in mind though that higher data rates are harder on the memory controller and may require tweaking.

Yes, it can. However, not in every game and not by a huge factor

In the graph they show, CL8 has a slight advantage over CL9, thus over CL11 also when the speed is the same. But the difference is at most 1fps in gaming.
