(Hopefully I posted this in the Correct section!)
I'm interested in Building/Buying a Gaming PC that is able to Run & Stream Games like World of Warcraft & Minecraft. My budget is actually about $820.00 but some of the money has to cover shipping and handling.

Part of me is thinking that is may be better to buy a Pre-Built computer from a site like cyberpowerpc but A handful of people have told me that its much more cost friendly to buy the parts separately and build the computer myself. This worries me though because I've never build a computer in my life. In fact I've never owned anything besides a laptop which makes me wonder if Should I just get a Gaming Laptop.

Solution
This build can max all games out haha. I can build you one with a little bit weaker graphics card but with a CPU that will help even more with streaming.

You aren't asking for too much out of the budget by the way, that is literally a perfect sweet spot for what you want to be doing.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Xeon E3-1231 V3 3.4GHz Quad-Core Processor ($237.99 @ SuperBiiz)
Motherboard: ASRock H97 PRO4 ATX LGA1150 Motherboard ($84.99 @ SuperBiiz)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory ($59.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($49.95 @ SuperBiiz)...
$800 for a gaming laptop will let you play miniclip games to be honest.

That budget is pretty generous for what you want to be doing so here is what I am up with:

Building a computer is extremely easy. And I am not just saying that. If you don't have confidence that check out these videos to show you how easy it is:

$820 before or after rebate.

The above build that is suggested by MasterDell will cost you $840. After you mailed in for rebate, you will get $25 back. Its bit of a pain in the ass to do that.

What are you talking about? This is build will cost $817 before rebates. I never have rebates on. The reason this is happening for you is because yours are on. Take them off and you will see.

This will cost you $806. Then you can do mail in rebate and get 25 dollars back from that $806. I've included one of the best card in my build aka gtx 970.

You don't have OS... You also used the worst H97 motherboard that exists.

How its the worst h97 board? It has received many good reviews.

You can disable them by going to any part list then look on the side bar and near the lower right you will see price filters and under than uncheck mail in rebates. :)

I'm sorry, I didn't realize that I was asking for so much. l figured $750-820 would be okay. :(
Like I don't plan on running the games on the highest graphic settings, Heck I'm okay with playing on low, as long as people can clearly tell whats going on when I'm streaming. Can this build at least do that?

You can still max games out with this but this build would be better for streaming.

This should be fine right? (This is my wireless connection though, I'm sure my wired connection will be better)

I've had my download speed up to 45 Mb/s and my ping has gotten as low as 16ms, but for some reason my internet connection is constantly changing. and I'm not sure why. I can only assume its because I'm using a wireless connection.

What are you thoughts on the most recent build MasterDell Posted?

I prefer intel i5 4690k over intel xeon he recommended. Everything was fine.

The 4690k performs far far worse than the xeon when streaming.

Overclock it then. 4690k will outperform xeon when overclocked around ~ 4.0 Ghz
