My computer runs arma 3 tracer mode significantly worse than a friends much lower end pc does

intel 4770k 3.5 ghz
msi gtx 980 (updated drivers)
corsair low pro vengeance 16 gb 1600mhz
asus hero vi
750 watt bronze rated psu
asus vg248qe @ 144 hz
fresh install of windows 8.1 64 bit

I get into arma 3 and I do the tracer testing mod.
You fire as many rounds as you want and it traces them
my friend has a standard dell xps 7300 with an old graphics card in and he can shoot over 2000 rounds into the game without it freezing up entirely.
I however can only shoot about 250 and it is completely unplayable

I am on ultra settings
I also monitored my cpu usage and gpu usage
cpu core 0 was spiking to 100% but the rest of the cores were fine
my gpu was staying at a meager 40% maybe. It is an i7 that runs just fine why is it doing this? also notable for whatever reason ( i never overclocked it) in windows performance task manager it says 4.55 ghz under speed but then off on the side 3.5 ghz maximum speed. please help me out. :)

Are your graphical settings identical? ArmA III usually lags alot with Antialaiasing and Post-Process Rendering.

Personally, I run Ultra on everything but PiP (Picture in Picture), and the additional rendering features (FXAA, Antialaiasing, etcetera).

Regarding your CPU; Sometimes, when you have enabled High Performance Power Plan in Windows (Or similar) your CPU will overclock itself. And, if you don't have great cooling, your CPU gets too hot and throtteling occurs.

i have an h100i corsair liquid cooling heatsink and it seems to run very nice. i turned all antialiasing off and pip quality was disabled.
it still seems that he is performing much better than mine and he has an older i5 while i have an i7
my he has an hd 7600 i think and i have a gtx 980. they arent even close to being in the same league of gpu's

That's strange. Do you use any other mods? You could also try to reinstall ArmA III. Or, reset to the default graphics settings in case there are one specific turned on.

Viewing Distance, Objects Render Distance and Shadows is a FPS killer. Check them out aswell.

no other mods i will try reinstalling arma.
meanwhile i played evolve and im wondering something. the cinematics in the game look soo awful where you can clearly see large pixels but in game it looks so beautiful. im wondering if i have something enabled or disabled that reduces video quality? Along those lines i have always noticed quite low quality of images for my background too. i have trouble finding a crisp picture while my friends computer who ive mentioned before has no trouble at all. every picture looks very nice and crisp.
This enrages me that my very expensive investment is performing much under expectations. Please let me know what you think about this :D
