Wont post,boot,no video,no beep sounds after lowering Vcore from 1.4 to 1.38v.

I tried lowering my voltage from 1.4 to 1.38v @ 4.1GHz using TurboV by Asus.After restart,my computer wont post,wont enter BIOS,no video or whatsoever. There is no fried smell either
Does this mean my cpu is fried?
FX8120 with Sabertooth 990FX
I already tried all the steps on resetting the motherboard but it still wont post.
It seems like my cpu is fried since after I lowered the voltage.

EDIT:I leave my computer for awhile after lowering the voltage and when I come back, I saw my pc freezes at 70C(I kept temperature monitor on).After that,tried restart,wont post

No. No guarantees, but that should not fry it... It means your settings are off. Have you tried to reset the BIOS? Read the manual on the MB to find how to reset it. You might have to remove the onboard battery and then set it back. Good luck =)

Oh yeah I forgot to mention one more thing.I was using turboV by ASUS to reduce the VCore. CPUz does show my voltage being lowered to 1.38v so I guess I lowered the correct voltage. But after restarting it wont go to bios.Hopefully CPU is not fried

Yep.I tried reset by removing the cap to pin 2-3 for few seconds then put it back. Still wont boot.
I saw red light for a few seconds under MemOK button?
Do I need to push this button?

Also my cpu led and dram flashes red once. Seems like my motherboard or CPU is fried
I already tried all the CMOS reset bios step and still doesnt work
I doubt reseating CPU would fix the problem
