System Interrupts causing Med-high CPU usage??

http://gyazo.com/8ad61421c68ae19912dd50cf6eca3540 Can someone please explain to me what this issus is and if there is any way I can fix it.. I used to be able to Assassins Creed unity and Far cry 4 but now since this process is using ~20% of my CPU I can no longer play them..

Edit: This is a fresh install in windows 8 with nothing on it and it's completely idle.

Have you tried ending it?

If the task comes back after you end it, this could be literally thousands of things. It could be something as simple as a bad driver, or a virus trying to screw up your programs with interrupts (or trying to stop you from using them by taking up CPU usage), or it could be a bad CPU (I might need a second opinion on that, I'm not sure if that can be caused by a bad core or not).
