Amd fx 8320 running hot

Hi i was wondeing if any one could help me, i have always had intel cpu's so not sure if this is normal or not but i have just built my first pc with a amd cpu (normally i use intel) and my fx 8320 seems to be running a bit hot, i dont have it overclocked just standard 3.5Mhz with 4.0Mhz boost, ideling prime core temp and hwmonitor say its is between 35 and 40 degrees c (constantly jumping from 35 to 40 and back again) then i tried prime 95 to check my cpu and within a minute i was at 73 degrees c and it was still climbing (finally stopped test at 79 degrees c).

Is this normal or as my intel cpu's even overclocked was only hitting 60 degrees c under full load?

My specs are:
Amd fx 8320 3.5Mhz
Artic cooling alpine 64 pro CPU cooler (with paste it came with)
Gigabyte 990fxa-ud3 rev 4
Kingston hyperx fury 1866Mhz 8GB
Evga 500W 80+ bronze
Windows 8.1

yeah im sure my cooler is seated correctly but i have removed the cooler 3 times and put it back on which might of effected the thermal paste so i have just bought some Arctic silver 5 off Amazon which i will apply tomorrow to see if that helps.

yeah i thought the voltage was a bit high also, what sort of voltage should my cpu be at? as it is set to auto now and that is what it chose its self.

Turbo boost is not disables but i have my power setting set so turbo boost don't kick in.
 
Thermal paste should never be re-used. When re-applying your new paste, make sure you remove all the old thermal paste. Any old residue from the old one will negatively impact performance. Make sure you don't apply too much or too little either.

Thanks for the advice lads, i cleaned my cpu and heatsink today and re applied some arctic silver 5 and put it all back on i also got a new cooler master case fan and swiched it for the cheap one that came with the case and put the cheap one at the back to get rid of the hot air inside, i also disabled turbo in bios then booted up my pc and ran prime 95 it has been going for about 30 minutes now and my temp seems to have maxed put at 47 - 48 degrees c which i am very happy with as before within a few minutes i was at 80 degrees c.

I do have one more question if you could help i dropeed my v core voltage down to 1.27 in the bios but wen i open amd overdrive and core temp it shows my voltage (VID) at 1.3875, is this the voltage it is at or is it wrong? Not that i am very bothered right now As im happy with my temps but was just wondering.
 
Actually, AMD OverDrive is accurately reporting your voltages.

Gigabyte (and many other) motherboards will over-volt CPUs at load. This is preferable to under-volting, or what is commonly called VDroop, at load.

To tweak the over-volt, use the Load Line Calibration (LLC) setting. Some BIOSs have additional 'volt off-set' options.

edit: You may also roll-back the BIOS VCore (as you have done) in -0.0125v steps -- I suspect the variance will remain consistent without LLC tweaking
