NTLDR missing when trying to install Windows 7

So I have an older PC, and my hard drive failed a while ago so I bought a new one. I am now trying to install windows 7 on it but I am having an issue. I changed my primary boot option to the CD-ROM because I have the Windows 7 disk. Now when I try to Get Windows 7 only the hard drive, It say that "NTLDR is missing, PRESS CTRL+ALT+DELETE to restart". What should I do?
